This weapon is unique to enemies and is not available to the player. As such, information is sometimes speculation or guesswork.
The Tusk Grattler is a man-portable version of the 
Grattler, scaled down to rifle-caliber size instead of the auto-cannon original. It is exclusively used by the Tusk Heavy Gunner, and painted with plains camo.
The Tusk Heavy Gunner will only use this weapon at long ranges, if players get close she will switch to a 
Kohmak instead. Just like the Grattler, the projectiles have travel time but explode on impact, potentially dealing high damage and obscuring vision with flak clouds.
