So if you wanted to know how much stronger a 52% bonus is over 33%, you would do either 33/52 (33 being 63.4% of the value of 52) or 52/33 (52 being 1.575x or 157.5% of the value of 33).

Edited since didn't account for base damage value: Getting the values is pretty easy. It's just as simple as doing either 1.40/1.60 (1.40 being 87.5% of the value of 1.60) or 1.60/1.40 (1.60 being 1.14x or 114% the value of 1.40). So if you wanted to know how much stronger a 55% bonus is over 28%, you would do either 1.28/1.55 (1.28 being 82.5% of the value of 1.55) or 1.55/1.28 (1.55 being 1.21x or 121% of the value of 1.28).
