Quincy Isaacs (callsign: Stepper) is the sharpshooter and long-ranged fire support of 
The Hex. Quincy sells cosmetic items.
Albrecht Entrati's experiments turned Quincy into a Protoframe, a partial Warframe that retains their humanity. Quincy possesses 
Cyte-09 traits, and is armed with the 
Reconifex, Protokol Tekna, and 
Ceramic Dagger.

Lore & History[]
Quincy served with Arthur in the Crimson Watch as means to obtain the funds to attend college, and thus uplift his family. Whilst on overwatch during a mission, Quincy attempts to abandon his position and is caught by enemy soldiers. Arthur, however, rescues him before he is executed. Despite his anger towards Arthur for, in his eyes, forcing Quincy to care about what happens to him, he feels he owes Arthur a debt. Quincy ultimately leaves the Crimson Watch with Arthur when he is honorably discharged, and follows him into the ICR.
Protoframe Experiments[]

Quincy was one of the first volunteers that came forward to accept Dr. Entrati's offer to receive more than healing. He and the others were then infused with a Helminth serum from Albrecht's time, which in turn morphed and alchemized them into partial Warframes. Their bodies became newly attuned to the Void, whilst their minds were kept intact.
Repeated samples were taken from the now-transformed volunteers by Albrecht. It was implied by the doctor himself that their humanity may not last, and that it may be only a matter of time until the Helminth finally swallows them whole.
A Message for Arthur[]
Presumably before the events of 1999, Quincy has sent Arthur a message scolding him to properly park his Atomicycle, warning him that he'll kick it over next time it's found in his spot. In the message, he was also told to invite Arthur to a New Year's celebration.
The Hex[]
In Höllvania Central Mall, Quincy is at the shooting range when he is approached by Arthur for his Atomicycle keys, but Quincy brushes him off. When Arthur attempts to ride out, Quincy and the rest of The Hex show up and refuse to allow Arthur to investigate the lead on Dr. Entrati on his own. Arthur instructs Quincy, Amir, and Aoi to provide backup while Leticia and Eleanor hold the fort.
When Arthur bring backs the Drifter, who warns them that Höllvania's nuclear reactor will explode at the end of 1999, the Hex don't buy it - but Arthur has them take point to search for Dr. Entrati. Quincy hands the Drifter a few loaner weapons.
After much searching, the Hex and the Drifter finally find Entrati, but Entrati and the Drifter are then taken away by the Indifference.
The Hex decide to stop the nuclear explosion themselves, but Quincy decides to bail. He later returns after an implied change of heart, jokingly telling Arthur that he is "proper shit at directions" as he provides covering fire for Arthur, Amir, and Aoi. However, the Hex ultimately fail to stop the explosion, with Quincy killed by a H-04 Efervon Tank. The Drifter resolves to save all of the Hex and rewinds time to the beginning of 1999, following a cryptic warning from Entrati to befriend the Hex.

The Drifter uses 
Seek to pinpoint the tank's driver, allowing Quincy to pierce the tank's armor and disable it.
Kinemantik Instant Messaging[]

Quincy's username is "Soldja1Shot1kil". He is outgoing, confident, and a flirt, with a deeper connection to the city and its morally grey underground than the other members of the Hex, often bartering with civilians for contraband and other goods. He views the world as a big conglomeration of transactional relationships, and will constantly offer services to the Drifter, in exchange for a service for himself - he particularly hates being in debt to someone. One particular service is Quincy offering romantic advice, which, if the Drifter accepts, can allow the Drifter to romance other Hex members that they normally be unable to. For example, if the Drifter uses a dialogue option with Eleanor that causes a future rejection, they can receive an additional message afterward stating that Quincy has talked with Eleanor about the Drifter's feelings, and will allow the Drifter to enter a relationship with her through that conversation.
Quincy takes issue with how Arthur still takes himself too seriously, claiming that he needs to lighten up, as their situation does not entirely merit the military doctrine that Arthur tends to follow. He also holds a mild grudge against Arthur for having saved his life, as, in his worldview, he now owes Arthur.
Quincy seems to have a strong sense of independence, as he runs a side hustle with Hollvanian citizens for cosmetic goods despite Arthur's orders and preferences, and is irritated by the idea that the Drifter might see the Hex as disposable "rides" given their ability to swap between various Warframes at will.
Quincy also likes to read educational books, or, if he is on sustained observation missions, listen to them, covering subjects such as finance, statistics, science, and physics. He was once pranked by his squad when they replaced the label on one of his audiobooks to trick him into bringing along a "raunchy romance book" - he ended up enjoying the book for the plot rather than the explicit sections.
When asked about his favourite music, Quincy mentions the time back in their ICR days that he and the others were at a karaoke bar, and Arthur sang an English folk song called 'The Unquiet Grave'; whose origins are uncertain, dating back to the 15th/16th Century. The lyrics gave Quincy such chills that he remembers them word-for-word, even in 1999.
Despite his bickering with Amir, Quincy worries that Amir, having had less experience with war and combat, may end up being much more strongly affected by his actions than the rest of the Hex. The Drifter has the option to advise Quincy to share his war-related experiences with Amir to smooth out their relationship. While he ostensibly dislikes "dorky" hobbies like Fables and Frontiers, he mentions that Arthur would definitely be a Paladin, before correcting himself and saying that he would not know what one is.
According to Amir, Quincy would engage quite loudly in sex in the mall, preventing him from sleeping. Drifter has the option to convince Amir to ask Quincy to stop, and Quincy is later noted to have been "mortified" by the request.

- Quincy and Arthur were former members of the Britannic Army.
- Quincy often speaks and types using Jamaican Patois.
- Quincy believes his body resembles a toaster oven-human hybrid. A toaster oven is also available as a gift.
- Quincy's initial death resembles the death of Daniel Jackson from Saving Private Ryan, where, after killing several enemies in a sniper's perch, a tank fires on their position, killing them.
