The Phijar Mutagen blueprint can be acquired after reaching Rank 4 - Friend with the Entrati and buying it from Son for 
6,000.

Appearance[]
The Phijar Mutagen has the side effect of causing the tail of the Vulpaphyla to mutate into an arced appendage with dangling bulbs.
