Major Neci Rusalka is a character debuting in The Hex quest and the ruthless commanding officer of the 
Scaldra, armed forces that seek to rid the 
Techrot outbreak and 
The Hex from Höllvania.

By the time the Drifter arrives in Höllvania, Rusalka had already been possessed by the Indifference. She is first encountered by Arthur during a search for Dr Entrati, who warns him that the Scaldra is ordered to kill him on sight and rides off on an Atomicycle, while referring to Arthur as "kiddo".
Rusalka is then seen interrogating Entrati alongside Lieutenant Viktor Vodyanoi, though she tells him off when his physical force proves ineffective. Rusalka shifts between Loid and Entrati's forms to mock him, but Entrati affirms that the Indifference has a weakness to love.
When the Drifter and Aoi reach the Scaldra convoy carrying Entrati, Rusalka intercepts. Defeated, she rams her Atomicycle into the convoy, but Entrati survives. The Indifference briefly releases its hold on the weakened Rusalka, who does not recognize the Drifter; Entrati orders the Drifter to kill Rusalka and prevent the Indifference from further influencing them, but they refuse. The Indifference returns and teleports itself, Entrati, and the Drifter away.
Despite Rusalka's disappearance by the Indifference, Viktor continues to lead the Scaldra in her absence.

- The Rusalka are female ghost/spirits from Slavic folklore said to be ghosts of drowned women and are often malicious towards mankind.
- Rusalka shares her namesake with a Sabotage node on Sedna.
- Her voice actress, Elsie Lovelock, also voiced Xeto from the Jade Shadows quest.
- Due to her design and
Corrosive Efervon harness, the community believed that Rusalka was a Protoframe Saryn. However, this rumor was debunked to be false in Devstream 183.
