Update 27.0 (2019-12-13)
Earth Proxima is a Railjack specific section of Earth that is under Grineer control. Proxima locations contain no Dark Sectors and cannot have any Invasions occur within it.
Earth Proxima becomes accessible by completing the Rising Tide quest or by joining an Empyrean ship crew to play through missions.
Unlike most planets, there is no boss for Earth Proxima and the only way to get access to the next location, Saturn Proxima, is by attaning an Intrinsics rank 3 or higher in any category.
