The Crewmen's Boot is a rare possible catch while fishing in the Orb Vallis. Whenever the player lands a near hit (grazing the outermost edges of a fish's hitbox with their fishing spear) they'll have chance of catching a boot instead. The fish that triggered the boot will not despawn after you catch the boot.
