Catalyzer Link is a common Rifle mod that increases status chance while aiming for a brief time after casting an ability.

Notes

• On launch of Event mod time duration changed not only by the level but by how much fusion energy the mod had.
•  Rime Rounds,  Malignant Force,  Thermite Rounds and  High Voltage all increase status chance as much as Catalyzer Link, while also providing elemental damage. Thus Catalyzer Link is directly inferior to them, unless one wants to increase status chance without adding extra elements to dilute the status chance pool, or to avoid undesired elements (such as damage on a weapon against Grineer).
• While a secondary or melee weapon is equipped, Catalyzer Link's buff icon still triggers when an ability is casted, this appears to be a lingering effect to reap the benefits of the mod when you switch to your primary, as status chance does not seem to increase for secondary and melee weapons.
