I wish I could recreate a bug (this was years ago) where I was using Titania's Razorwing, high-fixed someone while in Razorwing, turned that off, and stayed smol.

Contact DE support and maybe they can help fix it.
Cephalon Simaris in the Relays should have it if the quest never gave you a BP.
He's a good frame to tank and boost your damage, but otherwise I personally find him quite boring abilitywise. At the very least, you should craft and rank him up for MR. If you got room to spare, then by all means keep him until you get his Prime or sell if you don't.
