Corro+Heat works well in many cases, but I've done the math, and 90% armor removal never makes 50% damage per proc do more damage in six ticks than 35% that bypasses armor completely with a 3.25x damage multiplier.
In case you didn't want to scroll through all of this, here's the TL,DR that was originally on the bottom:
TL,DR: Corro/heat is only better than viral/slash if the heat mod bonus is greater than 138%. Corro/viral/heat is then also better than viral/slash even with no mod bonus whatsoever. The main benefit is that you can then also employ viral, rather than being restricted from using corrosive to benefit your damage.
Now let's get on to the good stuff.
Assuming we're talking about Grineer, you get another 1.25x multiplier for heat, and then you have the heat mod bonus. That helps it some, but without heat mod bonuses, the damage over six seconds by each proc will only reach ~37% of the slash proc's damage with its viral multiplier. The value seems to reach a limit of around 42.02% as the enemy approaches having infinite armor.
Now, there are several things you can do to rectify this, but it takes a lot of modding and/or preparation.
With a single 60/60, against a Grineer with 10^21 armor, the heat proc should do around 67.23% of the slash proc's damage.
With a 90% heat mod, against an enemy with 10^21 armor, the heat proc should do around 79.83% of the slash proc's damage.
With a single 60/60 and a 90% heat mod, against an enemy with 10^21 armor, the heat proc should do around 105.04% of the slash proc's damage.
With Primed Heated Charge, against an enemy with 10^21 armor, the heat proc should do around 111.34% of the slash proc's damage.
With a 60/60, Blaze or Wildfire, and a 90% heat mod, against an enemy with 10^21 armor, the heat proc should do around 130.25% of the slash proc's damage.
With ten stacks of viral and no other changes, against an enemy with 10^21 armor, the heat proc should do around 136.55% of the slash proc's damage. The same is true of a pistol using Primed Heated Charge and Scorch with no other changes.
With viral added into the mix (for the ones with mod bonuses), the differences are even more significant, of course.
The values are approximately 218.49%, 259.45%, 341.39%, 361.87%, 423.32%, and 443.80% respectively.
So corro+heat is good, but it's not quite as good as viral+slash without specific improvements to the damage. It does eventually get significantly better if you're using corro+viral+heat, but that's only available for a small set of weapons.
Do note, all numbers were calculated assuming the base damage of the weapon were the same, no crits were obtained, and there were no body part bonuses involved.
They were calculated using the multiplicative identity (1) as the base damage.
I have not tested them. They were done on a calculator, not in-game, so they may not hold up quite as well as I hope they will. Don't hold me accountable if you make your build worse because of information received from me.

Tbh, when they released Arbitration the first thing I said was "I can capitalize on Endo with this"
