What if....Bow's used melee mods.
Bows in this game are out of sorts in a way; they are like a sniper, but worse. But if they used melee mods, this would place them in a unique position on its own. also, they really are just pointed sticks with is more melee than gun so....
How would I do this?
I would include the combo counter with the bow. This rewards the player for making hits with the bow but I would increase the gain by a factor of 5 (body shots) and 10 (head) shots. This would allow it to benefit from BR and WW. Kinda like sniper rifles, but with an actual reason
Mods that would affect attack speed would be draw speed. The range would correct the arrow 'drop" (aka more range) or would be punch throw. Blocking, parry angle and most defensive mods would not cross over.
Heavy attacks would be full-drawn attacks. Now the bows that don't have quick attacks (Len's, Bramma etc) would always do a heavy attack, and will not benefit from BR or WW much but would so from Corrupt Charge (maybe not life strike, because on a bramma that would be OP healing)
Multi-shot would be an issue, but this might be an internal power balancing.
Ivara would not change. I believe that her with a unique "rifle mod bow" would also adds to her character (that and Artemis bow is already really powerful which gets an outside buff already (ie WF power strength.))
And other good reason that I might not have thought of, which is why I am making this post.
In conclusion, melee mods are based on skill (maintaining combo counter, blocking, using heavy attacks, etc) but are skillless to use (spam the quick attack button). While bows need skill to use, but have mods that do not reward skill. I would propose to change this.
