For content up to lv 45 ish, I'd say Hek. 8 shots beat 2 by a large margin even if stronger enemies eat 2 before dying.

As you approach lv 100 content the Hek simply cannot scale tough, because it can't reach true 100% status, meaning before multishot - and meaning every pellet will proc. And that's basicaly the only way shotguns can kill lv 100+ enemies in reasonable time.
