The damage was divided by ten, and the rate of fire was multiplied by ten.
It's the same DPS but you burn ammo quicker, so yes, somewhat of a nerf but only in ammo ecomony.
From what I can gather from other continuous fire weapons that other users have explained, DE is now showing you the actual amount of damage you are doing with the weapon minus the multipliers such as per second. The synapse does 120ish damage per second at base and thats becuase it's firing off 10 rounds doing 12 damage each per second.

It's not a nerf in obvious numbers... They show the actual fire rate now, as well as the actual number per "bullet" used instead of the DPS (minus criticals) like before. Hence, 125 damage 1.0 fire rate (but actually consuming 10 ammo per second) became 12 (it does 12.5 damage but the game rounds the display down) damage 10.0 fire rate.
It DID get nerfed horrifically though, in two ways:
(They have since reinstated double crits for crit chance above 100%, so nerf #2 is undone, but nerf #1 still hurts like a bitch and ruins synapse for really high survivals).
